I suggest that they call a FedEX or UPS shipping store and talk with someone about how to ship a gallon container. They might actually be better of shipping several smaller containers.
The USPS might take it, as well – it is not corrosive, toxic, hazardous (one hopes!) – and those are what most regulations cover.
